If you find yourself short on plasm, you can do some scaring, or simply wait for Dragoon to scare away a mortal or two. Don't panic if you lose a few mortals. You don't need all of them.

Once Dragoon is free, concentrate on the Traitor. Scare him off to complete the assignment.
